Canada Unveils $700M Fund to Expand Food Distribution Infrastructure

The "Food-Link Fund" will support wholesale food terminals and regional hubs, aiming to expand independent grocers’ sourcing options and improve supply chain efficiency. Applications open Oct. 14.
Canadian food logistics, ready to scale

On Oct. 5, Canada’s government announced the upcoming launch of a roughly U.S. $702 million (C$1 billion) fund to expand food distribution infrastructure and increase competition across the country’s food supply chain.

The Food-Link Fund is part of Canada’s approximately US$2.24 billion (C$3.2 billion) National Food Security Strategy, announced in June. The government aims to improve access to locally produced food and help independent retailers source products beyond supply networks controlled by large grocery chains.

Funding will flow through two programs:

  • Food Terminal Fund: Supports development and expansion of wholesale food terminals, creating centralized locations where producers, food businesses and independent retailers can buy and sell products.
  • Food Hub Program: Supports new and expanded regional hubs that connect producers with storage, processing, distribution and markets, particularly in underserved communities.

Housing, Infrastructure and Communities Canada will administer the terminal fund, while Agriculture and Agri-Food Canada will oversee the hub program. Applicants will submit an expression of interest to be directed to the appropriate program.

Eligible hub activities include purchasing or upgrading distribution equipment, facility construction and modernization, food safety and traceability improvements and digital infrastructure. The latter includes supply chain management, eCommerce and point-of-sale platforms. Materials and supplies needed to install funded equipment may also qualify.

“Strong regional food systems are essential to ensuring producers have the connections and infrastructure they need to bring more Canadian food to market,” Parliamentary Secretary Daniel Gobeil said.

Applications open Oct. 14 and are scheduled to close Dec. 11. Selected applicants will be invited to submit full proposals.

Watch which projects receive awards, their purchasing timelines and whether new capacity delivers measurable improvements in delivery costs, service coverage and independent retailers’ sourcing options.
